Facility Security Officer (Nuclear Energy)

What you will do

• Lead the industrial security program under 32 CFR Part 117 (NISPOM), applicable CUI requirements, and customer or agency security requirements.
• Manage facility clearance, KMP records, FOCI mitigation, contract security obligations, and safeguarding approvals.
• Oversee personnel clearances, access authorization, visit management, foreign national screening, briefings, debriefings, and access termination.
• Protect classified information, NRC Safeguards Information, and CUI through handling, storage, transmission, accounting, destruction, and incident-response procedures.
• Build and maintain Technology Control Plans for nuclear technology subject to ITAR, EAR, and 10 CFR Part 810.
• Conduct self-inspections, coordinate government reviews, deliver security training, and advise management while working with Legal, HR, Contracts, IT, ISSM, DOE, DCSA, and NRC representatives.

Requirements

• U.S. citizenship or lawful permanent resident status and authorization to work in the United States are required.
• Ability to obtain and maintain the personnel security eligibility and access authorization required for the facility clearance level.
• Bachelor’s degree or equivalent education, military service, and relevant experience, with 10+ years in federal industrial or facility security.
• Direct experience as an FSO or with responsibility for building and operating an industrial security program, including procedures, personnel security, training, self-inspection, records, and corrective actions.
• Working knowledge of NISPOM, CUI requirements, ITAR, EAR, and 10 CFR Part 810, including technology control plans and foreign national access.
• Experience obtaining, maintaining, or upgrading a facility clearance and completing government security inspections or assessments; completed FSO training or ability to complete CSA-required training within six months.

Nice to have

• FSO experience at a possessing facility or experience obtaining approval to store classified information.
• Experience with FOCI mitigation instruments such as a Special Security Agreement or Security Control Agreement.
• Experience in nuclear, energy, or another highly regulated environment, or standing up a security program from the ground up.
• Experience coordinating ITAR, EAR, or 10 CFR Part 810 compliance, Technology Control Plans, and foreign national access management.
