Staff Tech Portfolio Manager (PaaS)

Location: Bethesda, Maryland, United States; onsite

Annual salary: $115,000–$230,000

What you will do

• Lead cross-functional planning, prioritization, sequencing, and delivery for enterprise PaaS programs.
• Define platform roadmaps, dependencies, risks, milestones, adoption plans, governance checkpoints, and executive reporting.
• Partner with engineering, architecture, security, risk, operations, finance, product, and application teams to align platform investments with business outcomes.
• Establish and track KPIs covering adoption, reliability, developer experience, time-to-market, operational health, supportability, and cost efficiency.
• Drive agile, iterative delivery through documentation, adoption playbooks, readiness plans, and post-launch learning.
• Evaluate platform technologies, automation, developer tools, and operational practices that improve delivery speed and reliability.

Requirements

• 10+ years of experience leading enterprise technology, program management, or platform portfolios.
• Strong understanding of developer platforms, cloud infrastructure, shared services, APIs, container platforms, integration services, and enterprise systems.
• Experience delivering complex, cross-functional initiatives while managing dependencies, risks, stakeholders, and measurable outcomes.
• Strong communication and influencing skills across technical, business, security, compliance, and operations stakeholders.
• Experience with agile, lean, and iterative delivery models.
• Ability to create executive-ready roadmaps, dashboards, adoption plans, and impact stories using PowerBI, Tableau, Jira, Aha!, or similar tools.

Nice to have

• Experience with container platforms, messaging, workflow orchestration, API management, databases, caching, identity, certificate management, monitoring, and infrastructure automation.
• Familiarity with Kubernetes, Azure, AWS, Terraform, CI/CD platforms, observability tooling, and enterprise service management.
• SAFe, PMP, PMI-PgMP, Certified Scrum Professional, cloud platform, or relevant product/program management certifications.
