Senior Budget and Cost Analyst

Location: On-site at Fort Meade, Maryland, five days per week. Some CONUS travel may be required.

Salary: $120,000–$140,000 per year.

What you will do

• Analyze financial data related to operations, business performance, investments, and opportunities.
• Support the DoD Planning, Programming, Budgeting and Execution process by preparing POM submissions and aligning funding requirements with agency strategy.
• Prepare and maintain spend plans, budget exhibits, financial execution metrics, forecasts, and funding documentation.
• Review budget proposals, funding requests, budget artifacts, and cost-benefit analyses; recommend funding solutions and decisions.
• Create, review, and track Military Interdepartmental Purchase Requests and monitor spending against approved budgets.
• Prepare funds briefings, congressional submissions, financial data calls, annual program plans, and leadership presentations.

Requirements

• Current and active Top Secret clearance with eligibility to obtain SCI access.
• 10+ years of DoD financial planning and analysis experience, including 5+ years in a Program/Budget Execution office.
• Extensive knowledge of DoD planning, programming, budgeting, and execution processes.
• Deep experience preparing funds briefings, budget reviews, congressional submissions, financial data calls, and funding documents.
• Experience creating and reviewing MIPRs, working with classified systems, and using DAI.
• Bachelor’s degree in a related field, strong stakeholder communication, technical writing, and advanced Microsoft Office skills.

Nice to have

• Federal government, professional services, or federal consulting experience.
• PMP, ITIL, Lean, Scrum, SAFe, or Agile certification.
• Knowledge of cybersecurity concepts, methodologies, technologies, and cloud architecture.
