Pre-Construction Manager (IKE)

Location: West Hollywood, CA, United States; travel to assigned markets is required for site evaluations, jurisdiction meetings, and agency relationships.

What you will do

• Identify, evaluate, and select deployment sites based on constructability, power, right-of-way ownership, corridor conflicts, ADA clearance, spacing, and active moratoriums.
• Direct civil engineering partners through SCIPs, field work, construction documents, quality reviews, and design deadlines.
• Own permitting from submission through approval, including agency comments, resubmittals, sequencing, escalation, and relationships with plan reviewers, DOT staff, and right-of-way administrators.
• Coordinate with property owners, municipal agencies, community stakeholders, and the Utility Specialist to secure approvals and advance power coordination.
• Maintain jurisdiction playbooks, siting and permitting checklists, SiteTracker data, and process documentation.
• Track partner performance, report progress and schedule risks to the Project Manager, and improve permitting processes, templates, standards, and tooling.

Requirements

• 5+ years of experience across engineering, permitting, and project management in construction, infrastructure, telecom, utility, or similar deployment work.
• Direct experience permitting in public rights-of-way, including encroachment permits and DOT coordination.
• Experience evaluating sites for constructability, making site selection decisions, and reviewing civil construction drawings.
• Experience managing A&E or civil engineering firms as vendors, including scope, schedule, and quality.
• Strong communication and stakeholder management skills with municipal agencies and property owners.
• Experience with SiteTracker, Salesforce, or a similar project tracking system; proficiency in Microsoft Office Suite and ability to travel as needed.

Nice to have

• Experience with small cell, fiber, digital signage, transit, or streetscape infrastructure in public rights-of-way.
• Knowledge of utility make-ready and service coordination.
• Experience with GIS or desktop feasibility tools.
• Experience building a process from the ground up, plus PMP certification or equivalent.
• Bachelor’s degree in engineering, construction management, or a related field.
