TL;DR
People Operations Associate (HR Operations): Supporting frontline employees and local transit operations through employee lifecycle management, compliance, payroll, benefits, and employee relations with an accent on unionized workforces, sensitive investigations, and regulatory requirements. Focus on resolving real-time employee issues, administering HR processes, and coordinating with central HR teams and local partners across Central Region sites.

Location: Rochester, Minnesota; based in the Rochester area and working in person 5 days per week, with regular travel to other sites.

Salary: $70,000–$90,000 per year, excluding equity or variable pay.

What you will do

  • Manage end-to-end employee lifecycle processes, including onboarding, offboarding, pre-employment requirements, and documentation.
  • Support workers’ compensation, unemployment claims, payroll processes, benefits administration, and employee records.
  • Provide day-to-day employee support, handle inquiries and investigations, and manage sensitive employee relations matters.
  • Lead engagement and recognition initiatives and help foster a positive, inclusive workplace culture.
  • Partner with recruiting efforts, including interviews, offers, pre-hire screenings, job fairs, and community events.
  • Collaborate with central HR teams, local partners, and vendors to improve processes and support regional operations.

Requirements

  • 3+ years of experience in HR operations, employee relations, talent acquisition, or a similar role.
  • Experience with unionized employee populations and collective bargaining agreements.
  • Knowledge of employment laws and regulations, including FMLA, ADA, and FLSA.
  • Strong interpersonal and communication skills, with the ability to handle sensitive situations effectively.
  • Detail-oriented, highly organized, and comfortable managing multiple priorities in a fast-paced environment.
  • Must be based in the Rochester, Minnesota area and comfortable working in person 5 days per week.
