Program Manager (CMS)

What you will do

• Serve as the primary point of contact for CMS stakeholders and lead overall program strategy, execution, delivery, and contract performance.
• Manage Agile product delivery, including sprint planning, release management, and continuous improvement.
• Coordinate engagement across CMS organizations, data owners, user communities, technical teams, and executive leadership.
• Oversee data governance, platform operations, website consolidation, and modernization initiatives.
• Manage risks, dependencies, staffing, resources, budgets, timelines, deliverables, quality standards, and performance metrics.
• Provide executive reporting and strategic recommendations while ensuring compliance with federal regulations and CMS governance requirements.

Requirements

• Master’s degree in Management, Public Administration, Information Technology, or a related field.
• At least 10 years of program or project management experience, including 4 years supporting open data initiatives.
• At least 4 years working with CMS programs, CMS data, or related healthcare data initiatives.
• Experience leading cross-functional teams of 15–25 personnel and managing task orders, resources, reporting, delivery, and risk mitigation.
• Deep understanding of Agile product management, public-facing digital platforms, enterprise data products, governance, and modernization in regulated federal environments.
• Strong executive-level communication skills and hands-on experience with Jira, Confluence, Slack, GitHub, or similar tools.

Nice to have

• PMP, Certified ScrumMaster, SAFe, or another Agile certification.
• Experience with CMS digital transformation, open-data policies, data modernization, or public-facing data platforms.
