TL;DR
Senior Regulatory Affairs & Proceedings Consultant (Utility Regulation/Compliance): Leading General Rate Cases, cost-recovery proceedings, compliance filings, and regulatory strategy with an accent on utility regulation, internal controls, financial analysis, and stakeholder advocacy. Focus on developing testimony, managing discovery and hearings, aligning operational and financial data, and advising executives on regulatory risks.

What you will do

  • Lead major sections of General Rate Cases and cost-recovery proceedings before public utility commissions.
  • Develop testimony, compliance filings, regulatory analyses, and responses involving costs, rates, tariffs, and policy issues.
  • Assess regulatory decisions and internal controls while developing compliance programs to reduce dispute risks.
  • Coordinate with Finance, Legal, Regulatory, operational, and project teams throughout application, discovery, rebuttal, and hearing phases.
  • Advise executive leadership on regulatory risks, policy changes, and related financial, business, and operational considerations.

Requirements

  • Bachelor’s or graduate degree in science, engineering, economics, law, finance, communications, public policy, or a related discipline.
  • 10+ years of experience in regulatory affairs, utility operations, compliance management, or complex project leadership.
  • At least 3 years managing or supervising an organization or unit, or 7+ years in advanced project or regulatory management.
  • Experience managing testimony development for General Rate Cases or equivalent regulatory proceedings.
  • Strong regulatory, analytical, communication, cross-functional leadership, and problem-solving skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and MS Project.

Nice to have

  • Advanced degree in a relevant technical, legal, or economic discipline.
  • Extensive experience leading multi-phase proceedings before state public utility commissions.
