Location: 100% remote within the United States; preference given to candidates in Florida, North Carolina, and California. Travel throughout the United States may be required. A valid current U.S. driver’s license and successful Motor Vehicle Records check are required.
Salary: $85,000–$105,000 base salary. The posted full-time pay range is $89,649–$152,404.

What you will do
- Lead research, data analysis, and GIS-based spatial analysis for hazard mitigation, recovery planning, and grant strategies.
- Develop hazard mitigation plans, resilience strategies, and long-term recovery plans, including stakeholder and public engagement.
- Conduct risk and vulnerability assessments, resilience alternative analyses, and benefit-cost analyses using FEMA, USDOT, and USACE methodologies.
- Prepare client-ready plans, technical reports, grant narratives, maps, figures, infographics, and presentations.
- Manage project teams, oversee technical delivery, and maintain key client relationships.
- Support business development through proposals, white papers, opportunity capture, and related marketing materials.
Requirements
- Bachelor’s degree in planning, public or environmental policy or justice, economics, or a related field.
- 8+ years of experience in community, regional, or hazard mitigation planning, including research, data analysis, grant management, and technical writing.
- 5+ years of GIS and/or economic analysis experience related to resilience or hazard mitigation planning.
- Strong writing, communication, presentation, time management, and client management skills.
- Must be able and willing to travel throughout the United States and hold a valid current U.S. driver’s license.
- Strong proficiency with Microsoft Office and the ability to pass a Motor Vehicle Records check.
Nice to have
- Master’s degree in planning, public or environmental policy, economics, or a related field.
- Experience with FEMA Hazard Mitigation Assistance programs, including HMGP, FMA, and BRIC.
- Proficiency with ArcGIS Pro, ArcGIS Online, FEMA Hazus, hazard data, spatial analysis, and cartographic or web map production.
- Experience with FEMA BCA Toolkit, USDOT Benefit-Cost Analysis Guidance, or USACE economic analysis frameworks.
- Certified Floodplain Manager certification and experience with data visualization and document design.
