Senior IT Business Analyst (Oracle CC&B/C2M)

Location: Concord, California; occasional travel and workshops in Stockton or San Ramon are required.

What you will do

• Analyze complex end-to-end billing and meter-to-cash processes, define business requirements, and develop project scopes.
• Design and propose system solutions for a major Billing Modernization program.
• Partner with technical teams, vendor implementers, and utility stakeholders to deliver project functionality.
• Create and review functional, design, and technical specification documents.
• Prepare test plans, review test results, and support quality assurance for complex IT initiatives.
• Mentor junior and career-level team members while serving as a subject matter expert.

Requirements

• Bachelor’s degree in Computer Science, a related discipline, or equivalent professional experience.
• At least 7 years of dedicated experience with Oracle Customer Care and Billing (CC&B) or similar Oracle utility platforms such as C2M.
• At least 9 years of overall job-related experience, including 7 years focused on business analysis.
• Experience analyzing requirements, performing feasibility studies, negotiating deliverables, and supporting compliance with SOX and standard processes.
• Local candidates are preferred; the current location must be included at the top of the resume.
• Occasional travel to designated business locations is required.

Nice to have

• Direct utility industry experience.
• Project management experience with high-complexity initiatives.
• CCBA, CBAP, or CC&B Specialist certification.
