Senior Energy Transmission Regulatory Specialist (Energy)

Location: Fully remote, supporting clients throughout California; a primary base within Sacramento County or the Bay Area is preferred.

Salary: $108,006–$183,610 annually for full-time employment.

What you will do

• Lead environmental compliance and project management for power transmission, utility, renewable energy, infrastructure, and land-use projects.
• Direct environmental review and permitting strategies from early planning through construction, identifying regulatory requirements, risks, and project constraints.
• Oversee research and preparation of environmental documents, reports, technical memoranda, public notices, forms, presentations, and other deliverables.
• Coordinate with client project managers, engineers, construction teams, technical specialists, regulatory agencies, and external stakeholders.
• Manage client portfolios, project schedules, budgets, competing deadlines, invoicing, and client relationships.
• Lead business development, contribute to bookings, and mentor less experienced staff and project teams.

Requirements

• At least 8 years of related professional experience.
• Experience with CEQA, NEPA, Endangered Species Act compliance, and Clean Water Act permitting.
• Experience working with California Public Utilities Commission requirements, agencies, utilities, electric transmission providers, energy companies, and transportation entities.
• Demonstrated ability to manage complex interdisciplinary environmental planning projects, including client interaction, schedule and budget control, and invoicing.
• Strong written, verbal, analytical, organizational, project management, and client-facing communication skills.
• Proficiency with Microsoft Word, Excel, PowerPoint, and Project.

Nice to have

• Bachelor’s degree or higher in urban planning, transportation or transit planning, environmental studies, or a related field.
• Experience preparing and managing CEQA and NEPA documents for government agencies, utilities, private-sector clients, or engineering firms.
• Experience independently leading environmental review, compliance, and permitting for utility projects.
• Experience reviewing technical studies covering biological and cultural resources, air quality, noise, traffic, visual resources, and hydrology.
• Business development experience and experience supervising or mentoring project teams and subconsultants.
