Senior Project Director (Child Welfare Information Systems)

Location: Remote within the United States; Nationwide Remote Office (US99). The listed location is Fairfax, Virginia, United States of America.

Salary: $131,256–$223,134 annually for full-time employment.

What you will do

• Lead a large, complex, multi-million-dollar federal child welfare information systems contract and maintain accountability for performance, staffing, deliverables, schedules, finances, communications, quality, and risks.
• Act as the senior interface with the Children’s Bureau, ACF, OCIO, COR, federal program leaders, and other government stakeholders.
• Develop project management processes, work plans, schedules, resource plans, performance measures, executive reporting, and risk-management tools.
• Manage budgeting, forecasting, expenditures, invoicing, profitability, and overall contract financial performance.
• Lead workforce planning, recruitment, onboarding, staff development, performance management, and retention for a multidisciplinary, geographically dispersed team.
• Oversee technical assistance and quality assurance for CCWIS, legacy statewide automated child welfare information systems, Title IV-E automation, federal reporting, data governance, and modernization initiatives.

Requirements

• Bachelor’s degree in information technology, business, public administration, social work, or a related field.
• 15+ years of progressive project, program, or contract leadership experience, including at least 10 years supporting child welfare or closely related human services programs.
• Experience managing large, complex, multi-million-dollar federal projects or contracts and annual contract budgets exceeding $10 million.
• Knowledge of CCWIS, legacy statewide automated child welfare information systems, Title IV-E automation, AFCARS, NYTD, NCANDS, APDs, procurement, IV&V, agile delivery, and IT governance.
• Experience leading large multidisciplinary teams and working directly with senior government clients across program, policy, operational, and technical functions.
• Ability to obtain and maintain HHS Level 5 Public Trust suitability required by the contract.

Nice to have

• Master’s degree in a related field.
• Project Management Professional certification.
• Executive leadership experience on a large federal child welfare, human services, or related contract.
• Experience supporting ACF, the Children’s Bureau, or OCIO in a senior advisory or contract leadership role.
• Experience with organizational change management, human-centered design, data governance, or modernization-readiness planning.
