TL;DR
Regional Environmental Coordination Support Specialist (Environmental Regulatory Analysis): Monitoring federal and state environmental rulemakings and translating their potential Army impacts into briefings, trackers, correspondence, and meeting materials with an accent on regulatory research, compliance analysis, and stakeholder coordination. Focus on assessing Clean Air Act, Clean Water Act, RCRA, and TSCA developments, maintaining regulatory dashboards, and preparing executive-level recommendations for Army and DoD stakeholders.
Location: Remote; U.S.-based federal government contracting role with the ability to obtain a Secret clearance and travel as required.

What you will do
- Monitor the Federal Register, state legislative and regulatory websites, Statescape, and similar research platforms for environmental actions affecting the Army.
- Identify and analyze proposed and enacted legislation and regulations related to the Clean Air Act, Clean Water Act, Toxic Substances Control Act, Resource Conservation and Recovery Act, and related environmental programs.
- Work with Army subject-matter experts to assess operational, compliance, and mission impacts.
- Prepare data-informed recommendations, executive briefings, fact sheets, letters, memoranda, and official correspondence.
- Maintain regulatory trackers or dashboards covering relevant actions, deadlines, and Army equities.
- Support REC, Regional Legislative Review, state partnering, and environmental reporting activities while coordinating with Army staff, commands, REC counterparts, and external stakeholders.
Requirements
- Bachelor’s degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy or administration, political science, or a related field; a master’s degree is preferred.
- 7–10 years of professional experience in environmental regulatory analysis, environmental policy, or federal/DoD environmental program support.
- Working knowledge of the Clean Air Act, Clean Water Act, RCRA, TSCA, and installation environmental programs.
- Experience researching legislation and regulations using the Federal Register, state sites, Statescape, or similar tools, and translating findings into briefings, trackers, or correspondence.
- Strong written, verbal, stakeholder coordination, and communication skills, including the ability to explain complex regulatory issues to senior leaders and non-specialists.
- Proficiency with Microsoft Excel, PowerPoint, and Word; ability to obtain a Secret clearance and travel as required.
Nice to have
- Experience with the DoW or Service Regional Environmental Coordinator program, Regional Legislative Review, state partnering, or EPA regional engagement.
- Experience with Army or DoD environmental reporting systems, including the Environmental Assessment and Reporting module or an equivalent tool.
- Familiarity with state environmental agencies in REC regions and experience using Power BI or similar dashboard tools.
- Experience with Microsoft Teams, SharePoint, Visio, or related collaboration tools.
- J.D., master’s degree in environmental policy, CHMM, or a similar credential.
