CPE ST3 - Jira Agile Transformation Lead (Jira)

What you will do

• Lead the design and live operation of the contractor-provided Jira environment for the Phase II technical demonstration.
• Build enterprise backlogs, Agile workflows, sprint plans, velocity forecasts, and capacity-management models across multiple teams.
• Establish a cross-functional talent pool and governance model for tracking skills, availability, and workforce capacity.
• Design Jira workflows and automation to improve capacity-pool productivity and reduce bench time.
• Reprioritize backlogs, adjust sprint plans, and reallocate technical and functional resources in response to live scenario injects.
• Coach Government stakeholders on Agile practices and deliver executive-level briefings and customer-facing presentations.

Requirements

• Active Secret clearance required.
• Bachelor’s degree in a related field or equivalent experience.
• 8+ years of hands-on Agile program or delivery management experience across multiple teams.
• Enterprise Jira configuration and administration experience, including building backlogs, workflows, boards, and automation from the ground up.
• Command of Scrum, Kanban, SAFe, and Lean, including backlog prioritization, sizing, sprint planning, velocity forecasting, and capacity management.
• Experience with dynamic resource allocation, cross-functional governance, federal or large enterprise organizations, and executive-level presentations.

Nice to have

• TS/SCI clearance.
• Advanced Agile certification such as SAFe SPC, RTE, PMI-ACP, or Certified Scrum Professional.
• Atlassian certification in Jira administration or project administration.
• Experience transitioning organizations from effort-based tracking to outcome-based Agile delivery.
• DoD or Army acquisition experience, especially in simulation, training, and test environments.
