TL;DR
APS Program Analyst (Federal Assistance): Managing the operational record and concurrent workflows for U.S. Department of State humanitarian assistance grants, from addenda and technical eligibility review through merit review, consultative program design, NOFOs, applications, and awards, with an accent on deadline control, document management, and procurement-sensitive records. Focus on maintaining trackers, reconciling large datasets, coordinating review processes, producing portfolio analysis, and identifying process risks across multiple stakeholders.

Location: Washington, DC, United States; hybrid, with regular availability during Department of State business hours and in-person participation as required.

What you will do

  • Maintain the APS Master Tracker, planning calendar, selection log, templates, and process records.
  • Coordinate addenda, technical eligibility reviews, merit review panels, consultative program design, directed NOFOs, applications, and award workflows.
  • Track deadlines, dependencies, decisions, clearances, reviewer assignments, applicant correspondence, and award transitions.
  • Manage procurement-sensitive workspaces, controlled records, version history, document repositories, and archival processes.
  • Reconcile data across SharePoint, MyGrants, Grants.gov, selection records, and award documentation.
  • Produce dashboards, portfolio metrics, status reports, and recommendations for process improvements.

Requirements

  • Bachelor’s degree in public administration, international affairs, public health, business administration, data management, or a related field, or equivalent experience.
  • At least five years of progressively responsible experience supporting U.S. government foreign assistance, grants, cooperative agreements, or contracts.
  • Strong Microsoft Excel skills, including formulas, linked workbooks, data validation, filters, pivot tables, and quality control of large datasets.
  • Advanced proficiency in Microsoft Word, Outlook, Teams, and SharePoint, including version control, permissions, mail merge, and records organization.
  • Experience managing high-volume, deadline-driven workflows and procurement-sensitive information with discretion.
  • French fluency and U.S. citizenship with the ability to obtain and maintain a Secret Clearance are required.

Nice to have

  • Experience supporting the Department of State or another U.S. government foreign assistance program.
  • Familiarity with the Federal Assistance Directive, 2 CFR 200, Grants.gov, MyGrants, and federal records management.
  • Experience with dashboards, reporting automation, technical eligibility reviews, merit review panels, consultative program design, NOFOs, or award recommendations.
  • Knowledge of global health security, health diplomacy, or international health and development programs.
  • Spanish fluency.
