TL;DR
Instructional Designer I (Medicaid): Designing and delivering internal and client-facing Medicaid training programs and e-learning materials with an accent on ADDIE methodology, instructional content development, and stakeholder collaboration. Focus on building interactive courses, facilitator guides, job aids, and assessments, updating materials for federal Medicaid requirements, and supporting new-hire training.

Location: San Diego headquarters or another company location in the United States; remote work may be permitted with management approval based on business requirements. Domestic travel of up to 20% is required. Core business hours are typically Monday through Friday, 8:00 a.m. to 5:00 p.m., with flexibility for evenings, weekends, or holidays when needed.

Salary: $71,614–$95,784–$119,953 per year.

What you will do

  • Analyze needs and design, develop, implement, and evaluate foundational Government Programs and Services training programs.
  • Create interactive e-learning, instructor-led courses, presentations, guides, exercises, assessments, videos, job aids, and technical manuals.
  • Apply ADDIE and instructional design methods, including storyboarding, user experience design, prototyping, multimedia development, and visual design.
  • Research Medicaid and federal requirements, monitor policy updates, and communicate changes that may affect training and operations.
  • Deliver new-hire, continuing education, client-facing, and train-the-trainer programs while tracking learner progress and milestones.
  • Collaborate with subject matter experts, program managers, supervisors, internal departments, clients, and vendors to develop and improve course content.

Requirements

  • Bachelor’s degree and 5+ years of experience, or an equivalent combination of education and experience, including 2 years of subject matter expertise in the relevant area.
  • Strong knowledge of instructional design software and tools, including Adobe Captivate, Articulate Presenter or Storyline, Photoshop, Illustrator, and Flash.
  • Experience with web and application development languages, learning management systems, video production tools, Microsoft Office, and advanced PowerPoint.
  • Demonstrated experience using ADDIE, curriculum design, process analysis, data analysis, documentation, and learning assessment.
  • Strong written, verbal, presentation, public speaking, organizational, analytical, interpersonal, and time-management skills.
  • This position is not eligible for visa sponsorship.

Nice to have

  • Industry certifications in instructional design, curriculum development, or performance improvement.
  • Experience developing training and technical manuals for client use with company and vendor systems.
