Public Procurement Senior Buyer

Location: Milan, Italy

Salary: up to €47,000 per year, depending on seniority.

What you will do

• Manage public tender procedures from needs definition through contract signing.
• Conduct procurement activities through digital platforms, ERP systems, CONSIP, NECA, and other public frameworks.
• Coordinate supplier communications, tender questions and answers, documentation, and required guarantees.
• Ensure compliance with the Public Procurement Code, Legislative Decree 36/2023, ANAC requirements, internal audits, and transparency standards.
• Work with internal stakeholders to define procurement needs and technical specifications.
• Improve procurement practices and standard documentation while supporting supplier performance.

Requirements

• Bachelor’s degree in Engineering, Economics, Political Science, or equivalent experience.
• At least 7 years of experience managing open, restricted, and negotiated public tender procedures.
• Strong knowledge of Legislative Decree 36/2023 and public procurement regulatory frameworks.
• Experience structuring and evaluating economic offers using Excel or equivalent tools.
• Good command of English.
• Structured task management, negotiation, supplier interaction, stakeholder management, communication, problem-solving, and teamwork skills.

Nice to have

• Experience with e-procurement platforms.
• Working knowledge of SAP.
• Experience in research institutes, universities, or public-sector organisations.
