Senior Technical Program Manager (Contract)

Location: Mountain View, California, United States; hybrid workplace.

What you will do

• Design and establish scalable requirements governance covering ownership, baselines, lifecycle, versioning, approvals, and change history.
• Build a structured Change Request operating model and connect changes to requirements, features, services, APIs, dependencies, validation scope, and milestones.
• Help evolve the internal Program Intelligence Platform into a program-intelligence and decision-support system using data from Jira, source control, validation systems, releases, milestones, quality signals, and outcome metrics.
• Design and build AI-enabled tools, agents, and analytical workflows integrated with internal systems.
• Improve traceability across APIs, services, mobile/backend interfaces, data flows, and external-system dependencies.
• Develop mechanisms to measure engineering and QA capacity, requirement churn, rework, defects, delivery variance, and scope growth.

Requirements

• 8+ years of relevant experience in technical program management, technical product management, solution architecture, software engineering, platform programs, or similar work.
• Strong technical fluency in backend and distributed systems, APIs, mobile/backend integration, and cross-system dependencies.
• Experience translating business or product intent into technical structures, execution plans, interfaces, and measurable outcomes.
• Hands-on experience building internal tools, automation, dashboards, or analytical systems using APIs and program data.
• Strong systems thinking, judgment, and communication across Product, Engineering, QA, Architecture, TPM/PMO, and senior leadership.
• Ability to operate autonomously in an ambiguous, fast-moving environment and establish durable systems.

Nice to have

• Applied AI or agent experience, especially building integrated workflows or services rather than using only general-purpose assistants.
