Supply Chain Department Manager (Semiconductor)

Location: Phoenix, AZ, United States. Full-time onsite role supporting semiconductor, high-tech manufacturing, construction, warehouse, and operational environments.

What you will do

• Lead the end-to-end procurement process, including sourcing, requisition review, bid comparison, contract negotiation, purchase-order issuance, and fulfillment tracking.
• Establish and improve purchasing procedures, approval workflows, internal controls, and standard operating procedures.
• Manage supplier qualification, evaluation, performance reviews, scorecards, corrective actions, and supply-risk mitigation.
• Lead, mentor, and develop a procurement team of at least five employees while setting goals, KPIs, and reporting standards.
• Coordinate procurement activities with engineering, construction, project management, finance, warehouse, logistics, and leadership teams.
• Manage procurement risks, supplier issues, cost opportunities, project schedules, and executive procurement reporting.

Requirements

• At least 3 years of experience as a Procurement Supervisor or Manager leading purchasing and contracting activities.
• Proven experience directly managing a team of 5 or more.
• Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.
• Strong knowledge of procurement processes, contract negotiation, supplier management, purchasing compliance, and internal controls.
• Experience with ERP or purchasing systems and proficiency with Microsoft Office.
• Strong written and verbal English communication skills required.

Nice to have

• Experience with water, gas, or chemical process systems, facility engineering, project management, semiconductor fabs, cleanroom construction, or MEP and utility systems procurement.
• Experience with SAP, Oracle, Microsoft Dynamics, NetSuite, or similar ERP and procurement systems.
• Bilingual English and Mandarin Chinese communication skills.
