Cyber Operations Planner

Location: Fort Meade, Maryland; must be local to the DC/Meade Metro area and willing to work up to 4 days per week at the customer site.

Salary: $132,000–$195,000 USD annually

What you will do

• Lead and support the Joint Operational Planning Process to integrate cyber capabilities into campaign plans, OPORDs, and EXORDs.
• Work with Cyber Mission Force units, combatant commands, and interagency stakeholders to develop cyber concepts of operations.
• Coordinate between technical development teams and operational commanders to align capabilities with mission objectives.
• Assess adversary vulnerabilities and friendly capabilities to advise on timing, risk mitigation, and target selection.
• Draft strategic documents and brief operational plans to senior military leadership, government agencies, and coalition partners.
• Build relationships with U.S. Cyber Command customers and help align products and services with their mission requirements.

Requirements

• Bachelor’s degree in Operational Studies, Intelligence Studies, Computer Science, or equivalent experience.
• At least 5 years of direct experience in joint operational planning or cyber mission planning.
• Active Top Secret clearance with SCI eligibility and the ability to obtain and maintain a polygraph.
• Deep familiarity with USCYBERCOM structure, Joint Publication 3-12, CNE/CNO constructs, and cyber authority frameworks.
• Strong project management, written communication, and verbal briefing skills for executive and senior military audiences.
• Willingness to travel up to 25% locally and nationally.

Nice to have

• Completion of the Joint Cyber Operations Planners Course or Joint Advanced Cyber Warfare Course.
• Experience with Agile and DevOps workflows.
• Experience using Jira and Confluence for operational tracking.
• Interagency relationship-building experience and a self-starter mindset.
