Quality Manager (Heavy Civil Infrastructure)

Location: San Francisco, California, United States

Salary: $110,000–$185,000 per year ($53–$89 per hour)

What you will do

• Develop and maintain program quality management systems, including manuals, procedures, forms, and audit programs aligned with ISO 9001:2015 and contract requirements.
• Review designer and contractor quality control plans, inspection and test plans, drawings, specifications, and quality records.
• Conduct quality audits and surveillance across program disciplines and verify that approved quality control procedures are followed in practice.
• Manage nonconformance reporting, root cause analysis, corrective actions, preventive actions, and documented closure.
• Oversee materials testing, special inspections, independent assurance testing, laboratory qualifications, and result traceability.
• Report quality trends and audit status, deliver quality training, and coordinate requirements through procurement, construction, testing, commissioning, and turnover.

Requirements

• Bachelor’s degree in civil engineering, construction management, construction engineering, quality management, or a related field, or an equivalent combination of education and experience.
• 10+ years of quality management experience on large, complex heavy civil infrastructure projects valued above $500 million.
• Experience administering ISO 9001:2015-aligned quality management systems, quality plans, procedures, and audit programs.
• Experience leading quality assurance audits and driving nonconformances and corrective actions to documented closure.
• Ability to read construction drawings, specifications, and industry codes including ASTM, ACI, and AWS.
• Experience with quality and project management software such as Kahua, Unifier, e-Builder, Primavera P6, and Microsoft Office 365.

Nice to have

• Master’s degree in civil engineering, construction management, construction engineering, or quality management.
• ISO 9001:2015 Lead Auditor, CQA, CQE, Lean Six Sigma Green Belt, or Black Belt certification.
• Experience leading an owner’s quality assurance function on a program exceeding $1 billion in construction value.
• Experience establishing quality management systems, auditing contractor or designer quality control programs, and overseeing multiple infrastructure sectors.
• Proficiency with Power BI, Oracle Cloud Analytics, or other KPI dashboard software.
