TL;DR
Senior Functional Analyst (JIRA/Agile): Capturing, analyzing, and managing business, functional, technical, and non-technical requirements for federal software development projects with an accent on Agile, SAFe, backlog management, and requirements traceability. Focus on elaborating user stories, coordinating with systems engineers, managing change control, and reporting product execution metrics across the Agile lifecycle.
Location: 100% U.S.-based remote position; candidates from California, Colorado, Illinois, Minnesota, New Jersey, New York, Oregon, or Washington will not be considered.
Salary: $78,167–$103,855 per year

What you will do
- Lead the capture, analysis, documentation, validation, and change control of business, functional, technical, and non-technical requirements.
- Conduct user interviews, facilitate requirements and backlog refinement sessions, and develop process models, specifications, epics, sub-epics, user stories, and acceptance criteria.
- Use JIRA as an Application Lifecycle Management tool for requirements management, testing, defect management, and traceability.
- Coordinate with customers, product and business owners, stakeholders, contractors, and systems engineers to assess impacts on technical solutions.
- Track project risks, issues, impediments, configuration items, backlogs, and change requests.
- Report program and product execution status and metrics across the SAFe Agile development lifecycle while mentoring junior analysts.
Requirements
- U.S. citizenship is required for this opportunity.
- Must possess or qualify for a Public Trust (MBI) security clearance and pass the required government investigation.
- Ten years of professional experience; a further ten years may substitute for the required education.
- Strong background in software development and Agile or SAFe methodologies, including experience with large Agile software development or data integration projects.
- Advanced Microsoft Office and Excel skills, expertise with JIRA, strong analytical and problem-solving abilities, and excellent written and oral communication skills.
- Master’s degree in engineering or a related scientific or technical discipline, unless substituted by experience.
Nice to have
- Experience in an Agile environment and knowledge of the VA Veterans Independence Program.
- VA SQA testing experience or experience with a Federal Health Agency such as VA, DHA, or HHS.
- Certified Scrum Master or Professional Scrum Master certification.
- Healthcare billing and claims processing application knowledge.
