Associate Cost Manager (Utilities)

What you will do

• Lead pre-construction cost planning, budget preparation, estimating, cost assurance, benchmarking, and value engineering for power, water, gas, and telecommunications projects.
• Develop procurement strategies, tender documents, contract recommendations, contract documents, and tender evaluations for utility infrastructure.
• Advise developers, funders, public authorities, suppliers, and other stakeholders on commercial, contractual, technical, and regulatory considerations.
• Lead and develop a team of senior cost managers and cost managers while collaborating with delivery, technical, regulatory, project management, and advisory teams.
• Support bids, fee submissions, interviews, service-line development, and market positioning for utility and infrastructure opportunities.
• Manage the pre-contract commercial workstream across multiple programmes and contribute to commercial and contractual project performance.

Requirements

• Degree in Quantity Surveying or a similar technical discipline, with membership of a relevant professional body.
• Strong experience in feasibility, cost planning, estimating, tender documentation, procurement, and major project delivery.
• Knowledge of electricity, gas, water, wastewater, or multi-utility environments, including regulated and non-regulated markets.
• Experience managing high-voltage transmission and distribution projects, including EHV projects at 132kV, 275kV, and 400kV, grid connections, and utility-scale infrastructure.
• Working knowledge of the UK Transmission and Distribution ecosystem, including the DNO/IDNO landscape and ICP market.
• Experience with NEC, FIDIC, or JCT contracts, commercial reporting, financial modelling, stakeholder management, leadership, and client-facing delivery.
