BSS Budget Analyst II (Federal Awards): Managing federal award portfolios and developing proposal budgets with an accent on post-award financial administration, compliance, forecasting, and sponsor reporting. Focus on analyzing contracts, cooperative agreements, and grants, identifying financial risks, and coordinating compliant budget development for Earth system science programs.
Location: Boulder, Colorado; in-person or hybrid with approximately 3 days per week onsite. All work must be performed within the United States, excluding U.S. Territories.
Hiring range: $77,486–$96,860 per year.

What you will do
- Manage post-award financial administration for portfolios of federal contracts, cooperative agreements, and grants.
- Monitor, reconcile, forecast, and report expenses while ensuring compliance with sponsor terms, federal requirements, and policy.
- Lead proposal administration, including budgets, budget narratives, timelines, and contributor coordination.
- Act as a financial subject matter expert for federal sponsors and respond to sponsor inquiries.
- Prepare financial reporting, projections, statistics, and performance metrics for sponsors and CPAESS leadership.
- Improve Business Shared Services processes, document standard operating procedures, and contribute to team working groups.
Requirements
- Bachelor’s degree in a relevant discipline and 5 years of related experience, or a master’s degree and 3 years of related experience; equivalent combinations may qualify.
- Expertise in full award lifecycle management covering contracts, cooperative agreements, and grants.
- Proficiency in proposal development, budget preparation, and financial forecasting using organizational and federal systems.
- Advanced financial analysis and reporting skills, including the ability to produce meaningful metrics.
- Knowledge of OMB Uniform Guidance, generally accepted cost principles, institutional policies, and federal sponsor requirements.
- Must be able to perform the role within the United States, excluding U.S. Territories; visa sponsorship is not available.
