Location: Havering and Town Hall, Romford, United Kingdom; hybrid working with attendance at site visits across the borough
Salary: £35,520–£42,771 per year for Senior Planning Enforcement Officer (Grades 5–6); £29,436–£33,987 per year for Planning Enforcement Officer (Grades 3–4)

What you will do
- Investigate alleged breaches of planning control and manage a diverse enforcement caseload.
- Undertake site inspections, gather evidence and prepare investigation records.
- Prepare and serve enforcement notices and other formal documentation.
- Draft reports, witness statements and prosecution papers where required.
- Represent and defend Council decisions through the appeals process.
- Provide customer service to residents, businesses, councillors and other stakeholders while meeting performance and quality targets.
Requirements
- Planning Enforcement Officer: A-Levels or equivalent suitable for entry to an RTPI-accredited degree programme, or a relevant degree or planning enforcement experience depending on grade.
- Senior Planning Enforcement Officer: a fully RTPI-accredited degree with relevant post-qualification experience, another degree with relevant experience, or extensive planning enforcement experience.
- Evidence of Continuing Professional Development is required for Grade 5 and Grade 6 appointments.
- Strong written and verbal communication, sound judgement, organisation and the ability to manage competing priorities.
- Full, valid driving licence and access to a vehicle required.
- Attendance at site visits across Havering and occasional evening, weekend and out-of-hours work are required.
Nice to have
- Experience handling larger, more complex or specialised planning enforcement investigations.
- Ability to analyse complex issues and make balanced recommendations.
