TL;DR
Technical Publications Manager (S1000D/XML): Leading the development, modification, and delivery of IETMs, NATOPS/NATIP publications, technical manuals, and related technical data products for Department of Defense programs with an accent on structured authoring, engineering source data analysis, and configuration-controlled publication development. Focus on managing multidisciplinary publication teams, overseeing CSDB-based workflows, supporting formal reviews and acceptance activities, and coordinating schedules, staffing, risks, and contractual deliverables.

Location: On-site in Oklahoma City, Oklahoma; US citizenship required; no visa support or C2C

What you will do

  • Lead the development, revision, and delivery of IETMs, NATOPS/NATIP publications, technical manuals, data modules, illustrations, and related technical data products.
  • Manage Data Authors, Technical Writers, and Graphic Artists across the publication development lifecycle.
  • Develop new publication content from engineering source data and oversee the review and modification of existing data modules.
  • Provide technical oversight of S1000D development, structured authoring, XML-based environments, and tools including EAGLE and Arbortext.
  • Coordinate schedules, resource forecasts, workload assignments, priorities, program milestones, and contractual deliverables.
  • Lead technical publication reviews, customer reviews, validation and verification activities, delivery acceptance, proposal planning, staffing estimates, and risk identification.

Requirements

  • Bachelor’s degree in Technical Communication, Engineering, Information Technology, Computer Science, or a related technical field, or equivalent education and experience.
  • At least 5 years of experience in technical publications, technical writing, technical data development, or a related field.
  • At least 2 years of leadership, team lead, or management experience in a technical publications or technical data environment.
  • Experience translating engineering source data into accurate operational and maintenance content and interpreting engineering data.
  • Working knowledge of S1000D, including data modules, applicability, BREX, and CSDB environments, plus structured authoring and XML-based publication development.
  • US citizenship and eligibility for a DoD Security Clearance are required. An active DoD Secret clearance or higher is preferred.

Nice to have

  • Experience supporting DoD aerospace, aviation, training system, or other complex defense programs.
  • Experience managing technical illustrations and integrating graphics into technical data products.
  • Familiarity with MIL-STD, Navy technical publication requirements, DoD technical data standards, EVM, AS9100, or equivalent quality management systems.
