Project Manager/Estimator - Heavy Civil (DOT / Public Works)

Location: Rogers, Minnesota, United States; primarily office-based with occasional travel and overnight stays to jobsites outside the office area, approximately 10%.

Base compensation: $100,000–$133,500 per year, depending on geographic location, skills, and relevant experience.

What you will do

• Identify bid opportunities, build client relationships, and prepare competitive construction bids.
• Review plans and specifications, calculate quantities, gather vendor quotes and submittals, and complete bid submissions.
• Coordinate pre-construction meetings, construction methods, staffing, schedules, and communication between field and office teams.
• Track labor, equipment, materials, billing, collections, and monthly overbilling or underbilling.
• Manage permits, licensing, EEO/DBE compliance, change orders, scope adjustments, project profitability, and contract requirements.
• Coordinate with project owners and general contractors to deliver projects safely, on budget, and on schedule.

Requirements

• Bachelor’s degree with at least 5 years of experience and/or training, or an equivalent combination of education and experience.
• Proficiency with construction bidding and project management software.
• Proficiency with Microsoft Word, Excel, and Outlook.
• Strong written, verbal, presentation, analytical, problem-solving, and client relationship skills.
• Valid driver’s license, satisfactory motor vehicle record, and ability to pass a pre-employment drug screen.
• Ability to maintain compliance with company policies and procedures.

Nice to have

• Working knowledge of Viewpoint Vista and HCSS construction software.
• Experience with Microsoft Teams.
