Program Analyst III (Program Analysis/Defense Contracts): Supporting program leadership through qualitative and quantitative analysis of budgets, risks, costs, schedules, performance metrics, and contract execution with an accent on earned value management and DoD contracting requirements. Focus on analyzing program data, monitoring overhead budgets, resolving contract issues, and developing recommendations and reports for project and program decisions.

What you will do
- Support the Director of Programs, Program Managers, Senior Managers, and program/project staff.
- Perform qualitative and quantitative budget and risk analysis using earned value management techniques.
- Monitor cost, schedule, performance metrics, milestones, deliverables, and program risks.
- Plan and review contracts, programs, policies, and procedures, and research contract issues.
- Update overhead budgets, collect and report data, and provide recommendations based on analysis.
Requirements
- Bachelor’s degree and 10 years of experience, or a high school diploma/equivalent and 20 years of technical experience.
- Previous experience working in an EVMS environment.
- Expertise in Deltek Costpoint, COGNOS, and COBRA.
- Thorough understanding of DoD FAR, DFAS CAS, DFARS, and GAGAS.
- Proficiency with Microsoft Office, Microsoft Project, Excel, Access, Outlook, and Word.
- Must be able to obtain and maintain a Government Security Clearance.
Nice to have
- Technical writing and proposal writing experience.
- Experience working in a DoD and IDIQ environment.
- Strong communication and organization skills.
