TL;DR
Permitting and Compliance Specialist (Air) (Hybrid Schedule) (Oil and Gas Air Compliance): Managing air permitting, emissions reporting, and regulatory compliance for liquids terminals and pipeline facilities with an accent on Clean Air Act requirements, Title V compliance, emissions calculations, and operational support. Focus on evaluating permit needs for projects, interpreting air quality regulations, coordinating contractors, and maintaining accurate emissions and KPI tracking.

Location: Houston, Texas, United States; hybrid schedule with office attendance Monday through Wednesday and remote work Thursday and Friday. Up to 20% travel is required, with occasional non-traditional and emergency-response hours.

What you will do

  • Provide air quality permitting, compliance, and technical support for liquids terminals and products pipeline business units.
  • Prepare and submit compliance and emissions reports, permit applications, and environmental documentation.
  • Evaluate permitting requirements for operational changes and capital projects, and maintain facility emissions records in tracking software.
  • Monitor operating parameters, emissions testing results, budgets, schedules, KPIs, and third-party contractors.
  • Track air quality regulations and advise management on potential compliance issues.
  • Interact with federal, state, and local officials and support emergency response and reporting requirements.

Requirements

  • BS or BA in Engineering, Environmental Science, or a related field.
  • At least 4 years of relevant oil and gas experience in air compliance and permitting.
  • Experience with project and financial budgeting, forecasting, emissions reports, air permit applications, and environmental compliance documentation.
  • Working knowledge of the Clean Air Act, state, local, and tribal air regulations, Title V, source emissions calculations, air pollution control technologies, and dispersion modeling.
  • Proficiency with Microsoft Office, spreadsheet, word processing, and database software.
  • Valid driver’s license, satisfactory driving record, strong communication skills, and ability to work independently and with cross-functional teams.

Nice to have

  • Experience with bulk and liquid storage terminals, pipeline facilities, and air compliance programs for operations teams.
  • Knowledge of RACT/BACT/LAER, MACT/NESHAP, NSPS, NSR, CEMS, LDAR, OGI, and AP-42 emissions calculations.
  • Experience with greenhouse gas emissions accounting, environmental management information systems, or data acquisition troubleshooting.
