Product Manager

Location: On-site in Washington, D.C., United States

Salary: $105,000–$140,000 per year

What you will do

• Work with CBP stakeholders and users to understand operational needs, workflows, constraints, and desired outcomes.
• Partner with UX practitioners on interviews, workshops, observation, journey mapping, and usability research.
• Define product goals and translate customer, user, and program priorities into clear requirements.
• Develop, prioritize, and maintain the product backlog, including features, user stories, acceptance criteria, and documentation.
• Collaborate with UX, engineering, architecture, security, and program leadership to evaluate solutions and guide delivery.
• Facilitate Agile planning, refinement, reviews, retrospectives, and collaborative decision-making while managing risks and dependencies.

Requirements

• DHS Suitability / EOD clearance must be held before starting.
• At least 7 years of experience delivering complex digital products or services.
• Experience with human-centered or design-thinking approaches to product discovery and solution development.
• Experience translating customer and user needs into product requirements, prioritized backlogs, user stories, and acceptance criteria.
• Experience collaborating with UX, engineering, architecture, security, or other technical disciplines.
• Working knowledge of Scrum, Kanban, SAFe, or related Agile approaches, plus strong stakeholder communication and facilitation skills.

Nice to have

• Experience with DHS, CBP, federal law enforcement, or federal technology programs.
• Product Owner, Scrum Master, SAFe, or comparable Agile certification or experience.
• Experience with data-intensive, workflow-heavy, or mission-critical applications.
• Familiarity with AI/ML-enabled products, analytics, automation, and considerations such as human oversight and explainability.
• Experience with user research, usability testing, and federal accessibility, security, privacy, or compliance requirements.
