TL;DR
Senior Program Manager - Ports & Borders (Security Detection and Government Programs): Overseeing end-to-end programs covering civil works, hardware delivery, installation, testing, training, compliance, cost, scheduling, risk, and customer-defined outcomes with an accent on U.S. government contracts and cross-functional matrix leadership. Focus on managing permits and certifications, resolving program risks and issues, coordinating contract deliverables, and delivering programs on time and within budget.

Location: Edgewood, Maryland, USA; applicant must be a U.S. Person and able to pass government background checks and/or security clearances.

Salary: $109,800–$197,520 per year, plus a competitive Business Profit Plan.

What you will do

  • Oversee the complete lifecycle of Ports and Borders programs, including civil works, hardware and service delivery, installation, testing, training, and final payment.
  • Lead contract deliverables, customer specifications, program compliance, funding requests, billing, contract modifications, and technical proposals.
  • Define and manage program scope, costs, schedules, procurement, manufacturing, quality control, resources, risks, and reporting.
  • Identify, resolve, and escalate program issues and risks in accordance with the governance model.
  • Support feasibility analysis, RFP/RFQ/RFI responses, business development, product lifecycle activities, and customer negotiations.
  • Report program status to stakeholders, conduct monthly Program Management Reviews, and coach direct reports and colleagues.

Requirements

  • PMP accreditation and a BS or BA degree in a related technology or business management field.
  • 10+ years of program management experience, including indirect cross-functional team leadership in a matrixed organization.
  • Experience in manufacturing or engineering environments and with hardware programs, material ordering, and equipment delivery.
  • Experience obtaining permits, licenses, and certifications for contract requirements.
  • Understanding of global business and U.S.-specific government business; ability to comply with U.S. export control and security regulations.
  • Must be a U.S. Person and able to pass government background checks and/or security clearances.

Nice to have

  • Civil Works program management experience.
  • Experience with U.S. government contracts or Customs and Border Protection.
  • Knowledge of ROI, earned value management, and net present value.
