Program Manager - Data Management & Business Intelligence

Location: Alexandria, Virginia, United States; hybrid work on and off the client site across the Mid-Atlantic Region. U.S. citizenship is required.

What you will do

• Lead end-to-end delivery for the SAP NS2 SuccessFactors Learning Management System administration and training support workstream.
• Manage schedules, budgets, staffing, risks, issues, quality, and integrated work plans.
• Coordinate OCHCO and OCIO stakeholders and govern performance against SLAs and KPIs.
• Support workforce research, program evaluations, compliance assessments, and strategic human capital analytics.
• Enhance analytics capabilities using Oracle Analytics Server and Tableau for executive, leadership, and program analyst decision-making.
• Ensure learning operations, compliance tracking, user adoption, and technical and functional deliverables are integrated and production-ready.

Requirements

• Bachelor’s degree in business, public administration, human resources, information systems, or a related field.
• 10+ years of relevant experience in federal consulting, enterprise platforms, data and analytics, or program support.
• Experience with regulated environments and stakeholder groups comparable to NSF OCHCO/OCIO.
• Experience with integrated master scheduling, risk and issue management, stakeholder governance, SLA/KPI management, and quality assurance.
• Ability to produce audit-ready documentation, executive briefings, implementation artifacts, and status reports.
• U.S. citizenship is required; visa sponsorship, including H-1B and TN sponsorship, is not available.

Nice to have

• Master’s degree or federal certifications.
• Experience with SAP NS2 SuccessFactors LMS administration support.
• Experience supporting federal human capital management policies, OPM HRStat, or the GPRA Modernization Act.
