Program Manager | Human Capital Technology Support - HR Tech Modernization [NSF0049049]

Location: Hybrid in Alexandria, Virginia, across the Mid Atlantic Region, working on and off the client site. U.S. citizenship is required.

What you will do

• Lead HR technology modernization for federal human capital programs supporting NSF OCHCO and OCIO.
• Manage end-to-end delivery across ServiceNow, SAP SuccessFactors, data architecture transformation, and system integration.
• Oversee scope, schedules, staffing, risks, issues, governance, and executive communications.
• Coordinate technical and functional teams and ensure deliverables meet performance, compliance, adoption, and SLA objectives.
• Develop modernization roadmaps, integrated project plans, risk logs, governance updates, staffing trackers, and leadership briefings.

Requirements

• U.S. citizenship required; visa sponsorship is not available, including H-1B and TN visas.
• 10+ years of federal program or transformation management experience involving enterprise technology, HR systems, or digital modernization.
• Experience coordinating technical and functional teams in regulated environments.
• Bachelor’s degree in information systems, business, engineering, public administration, or a related field.
• Strong skills in program management, digital transformation, HR technology oversight, integrated planning, stakeholder governance, risk management, and modernization delivery.
• Leadership, executive presence, accountability, decision-making, collaboration, analytical ability, and strong written and verbal communication.

Nice to have

• Master’s degree.
• PMP certification.
• Familiarity with FEDRAMP-compliant platforms such as Databricks and Snowflake.
