Technical Writer (Fed Civ)

Location: Columbia, Maryland, United States

Salary: $94,700–$142,000 per year, based on contract affordability and the selected candidate’s working location, knowledge, skills, abilities, experience, and internal parity.

What you will do

• Develop and curate compelling, compliant technical content for Federal Civilian proposals.
• Interview Program Managers, Subject Matter Experts, Solution Architects, and Capture Teams to gather technical and win-theme information.
• Write technical, management, transition, risk management, quality control, executive summary, and past performance sections.
• Incorporate feedback from storyboard, pink team, red team, and gold team reviews.
• Collaborate with business development and cross-functional teams to tailor proposal messaging to customer needs.
• Use research, content reviews, interviews, and AI technology to analyze and draft proposal content under tight deadlines.

Requirements

• Bachelor’s degree in a technical field and 10+ years of professional experience; flexibility is available for candidates with relevant certifications or proven Federal Civilian proposal-writing experience.
• Strong written, verbal, and interpersonal communication skills, with the ability to digest large amounts of information and create tailored content.
• Technical background or proficient understanding of data analytics, cybersecurity, DevSecOps, engineering, technical operations, human performance and medical, or supply chain and sustainment.
• Experience writing narratives for Federal Civilian IT, cybersecurity, engineering, or operations solutions and pursuits.
• Experience working with Federal Civilian agencies and geographically dispersed virtual teams.
• Ability to prioritize work and meet critical deadlines.

Nice to have

• Experience with the Shipley proposal development methodology.
• Association of Proposal Management Professionals certification or a similar certification.
