Location: Onsite at the Naval Research Laboratory office in Washington, DC. Must be a U.S. Citizen and able to obtain and maintain a Top-Secret clearance.
Salary: $93,265–$139,840 annually for Washington, DC. Additional compensation may include bonuses or relocation benefits depending on the role and contract.

What you will do
- Research, organize, write, edit, and produce technical documentation for complex publication projects.
- Develop compliant policies, procedures, SOPs, incident response procedures, playbooks, and cybersecurity documentation.
- Analyze Navy policies, NAVADMINs, OPNAV instructions, and security directives and translate them into clear organizational guidance.
- Collaborate with technical subject matter experts to gather, validate, and communicate complex technical information.
- Maintain documentation standards, style guides, publishing processes, and quality controls.
- Mentor junior writers and drive improvements in documentation quality, usability, and publication processes.
Requirements
- Bachelor’s degree in a technical discipline or related field and 5+ years of relevant experience.
- Experience developing policy, governance, compliance, or cybersecurity documentation in a DoD, Navy, or federal government environment.
- Working knowledge of the Risk Management Framework, including System Security Plans, Plans of Action and Milestones, and supporting cybersecurity documentation.
- Strong technical writing, editing, analytical, organizational, and communication skills, including executive-level BLUF writing.
- Ability to work independently, manage multiple priorities, meet deadlines, and collaborate with technical SMEs.
- U.S. citizenship is required; no clearance is required to start, but the ability to obtain and maintain a Top-Secret clearance is required.
Nice to have
- Bachelor’s or Master’s degree combining Technical Communications with Cybersecurity, IT, or Systems Engineering.
- Experience with the Department of the Navy hierarchy, NRL, the Department of the Navy, or other DoD organizations.
- Familiarity with OPNAVINST 5239.1D and related Navy cybersecurity and information assurance directives.
- Experience supporting cybersecurity compliance, assessment, authorization, or audit activities.
- Knowledge of NIST, RMF, and DoD Cyber Workforce guidance.
