TL;DR
MOSA and Sustainment Data Rights Analyst (Army Aviation and DoD Acquisition): Analyzing technical data, software rights, intellectual property assertions, and contractor deliverables to support MOSA, sustainment, competition, and modernization of the MV-75 FLRAA fleet with an accent on Government Purpose Rights, technical data packages, licensing provisions, and acquisition strategy. Focus on identifying rights shortfalls, evaluating contractual compliance, advising senior Army stakeholders, and developing data rights strategies for future procurement and sustainment.

Location: Huntsville, Alabama, United States. U.S. citizenship and an active Secret security clearance are required.

What you will do

  • Develop and execute technical data, software rights, and intellectual property strategies supporting MOSA, lifecycle sustainment, competition, and modernization.
  • Analyze contractor technical data, software documentation, contract deliverables, and technical data packages to assess rights, access, and contractual compliance.
  • Evaluate data rights assertions, software licenses, restrictive markings, proprietary designations, and licensing provisions.
  • Advise acquisition, engineering, logistics, legal, contracting, and product support stakeholders on rights needed for organic maintenance, depot repair, upgrades, technology insertion, and competitive procurement.
  • Identify data gaps and rights shortfalls that could affect sustainment, integration, modernization, or alternate-source qualification.
  • Prepare executive analyses, decision papers, white papers, briefings, and working-group materials for Army acquisition leadership.

Requirements

  • Bachelor's degree and 8+ years of relevant professional experience; 16 years of directly related experience may substitute for the degree.
  • U.S. citizenship is required.
  • An active Secret security clearance is required.
  • Experience supporting DoD acquisition programs and working with technical data rights, software rights, intellectual property, technical data packages, or related acquisition disciplines.
  • Knowledge of Government Purpose Rights, Unlimited Rights, Restricted Rights, and specially negotiated license rights.
  • Experience reviewing technical data deliverables, CDRLs, engineering documentation, software documentation, data rights assertions, markings, and licensing provisions.

Nice to have

  • Experience supporting PM FLRAA, Future Vertical Lift, PEO Aviation, AMCOM, DEVCOM, or other Army Aviation organizations.
  • Experience developing or implementing MOSA strategies, LCSPs, or sustainment planning activities.
  • Knowledge of DFARS intellectual property and technical data rights provisions.
  • Experience with negotiations involving technical data, software rights, licensing strategies, or intellectual property.
  • Experience briefing senior government leaders within Army Acquisition organizations.
