TL;DR
Ops Strategy & Modernization Analyst (Air Force Civil Engineering): Supporting Air Force Civil Engineer operations strategy by translating installation-level execution into enterprise governance, modernization initiatives, and executive decision products with an accent on strategic implementation plans, asset management, and infrastructure resilience. Focus on coordinating Headquarters and installation stakeholders, standardizing civil engineering processes, and integrating predictive maintenance and emerging technologies.

What you will do

  • Support the AF/A4C Strategic Implementation Plan by aligning modernization initiatives, tracking milestones, assessing execution risks, and improving Civil Engineer Operations governance.
  • Develop POA&Ms, implementation plans, performance metrics, executive dashboards, briefings, talking points, and decision memos for GO/SES leadership.
  • Coordinate priorities and resolve operational bottlenecks across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, and installation-level Civil Engineer Squadrons.
  • Drive initiatives involving UFC modernization, condition-based maintenance, infrastructure hardening and resilience, utility recovery, fuel-storage advocacy, and facility enhancements.
  • Analyze work order planning, asset management, material control, craft execution, and service contracts to standardize enterprise processes.
  • Research emerging technologies, automated diagnostics, predictive maintenance models, and commercial best practices to improve installation readiness.

Requirements

  • Active DoD Secret security clearance.
  • Bachelor’s degree from an accredited university.
  • Ten or more years of experience supporting Air Force or Department of Defense programs.
  • Experience developing, tracking, and executing enterprise strategic plans, roadmaps, or POA&Ms.
  • In-depth knowledge of Air Force Civil Engineer Squadron organization, Operations Flight responsibilities, and installation-level civil engineering processes.
  • Experience conducting program analysis, developing strategic recommendations, and producing executive-level decision products.

Nice to have

  • Air Force Civil Engineer Officer, Senior Non-Commissioned Officer, or equivalent experience.
  • Staff experience with HAF/A4C, AFCEC, AFIMSC, MAJCOM civil engineer directorates, the Joint Staff, or Combatant Commands.
  • Experience preparing white papers, slide decks, and executive summaries for GO/SES review.
  • Knowledge of UFC, CBM+, enterprise asset management frameworks, and the CE vehicle validation process.
  • Experience with business analytics and executive dashboard tools or building business cases for technology adoption.
