Program Manager (Contingency)

Location: Phoenix, Arizona, United States; requires on-site leadership and the ability to deploy to remote or austere locations.

What you will do

• Serve as the primary on-site customer contact and senior leader for program operations.
• Direct logistics, facilities, life support, procurement, subcontract management, and other functional areas.
• Oversee subcontractor performance, compliance, safety, quality, and reporting.
• Monitor KPIs, risks, issues, dependencies, change control, and operational continuity.
• Manage personnel, equipment, materials, supply chain activities, cost control, and financial reporting.
• Lead stakeholder meetings, briefings, status reporting, and continuous-improvement initiatives.

Requirements

• Bachelor’s degree in program management, logistics, business administration, engineering, or a related field, or equivalent experience.
• 15+ years of program management experience overseeing large, multi-site O&M contracts.
• Leadership experience with multifunctional operations, logistics, procurement, and facilities teams.
• Expertise in KPI reporting, integrated risk management, and formal change control.
• Strong understanding of logistics, supply chain management, base operations, compliance, safety, and quality standards.
• U.S. citizenship may be required by the contract; ability to deploy and operate in remote or austere locations is required.

Nice to have

• Master’s degree and PMP certification.
• CMRP and Change Leader certifications.
• Experience managing subcontractors and local vendor networks in remote locations.
• Knowledge of ITAR, safety compliance frameworks, and quality management systems.
• Proficiency with reporting tools, Excel-based tracking, and program dashboards.
