Senior Financial Analyst (Defense)

Location: Arlington, VA or Alexandria, VA, or telework within the National Capital Region; must reside within a reasonable commutable distance of the National Capital Region, within 50 miles.

Salary: $119,000–$172,000 USD annually.

What you will do

• Prepare and process budget execution documentation, including Purchase Requests and Military Interdepartmental Purchase Requests.
• Manage program budget execution, commitments, obligations, expenditures, funding status, spend plans, and expenditure plans.
• Analyze execution trends, identify funding risks, develop mitigation strategies, and advise senior leadership.
• Develop executive-level financial reports, dashboards, briefings, financial models, spreadsheets, and decision-support tools.
• Perform fund and project reconciliations, support Dormant Account Quarterly Reviews, Mid-Year Reviews, forecasting, and financial assessments.
• Lead budget formulation and prepare PPBE materials, including budget exhibits, R-2 narratives, justification materials, congressional documentation, POM submissions, BES, and President’s Budget materials.

Requirements

• Active Secret security clearance.
• Master’s degree with at least 10 years of relevant financial management experience, or bachelor’s degree with at least 14 years of relevant experience.
• At least 5 years supporting DoD financial systems and processes.
• Experience initiating and processing MIPRs, conducting ULO research, and supporting RDT&E two-year appropriation accounts.
• At least 2 years of experience with 7600A/7600B Support Agreements.
• Experience supporting DoD budget formulation and execution within the PPBE process.
• Knowledge of DoD Financial Management Regulations, budget execution policies, and budget principles.
• Proficiency with Microsoft Office Suite, including advanced Microsoft Excel with complex formulas, pivot tables, and financial analysis.
• Strong analytical, organizational, problem-solving, written, and verbal communication skills; ability to work independently and provide financial guidance to senior leadership.
• Must reside within a reasonable commutable distance to the National Capital Region, within 50 miles.

• Experience using DoD budget and resource analysis tools, techniques, and processes.
• Experience supporting financial audits.
• Experience with G-Invoicing, Defense Agencies Initiative, and Advana.
