Application Systems Analyst/Project Manager

What you will do

• Analyze content eligibility criteria, business rules, metadata fields, transformations, validation requirements, workflows, permissions, and exception handling.
• Translate analysis into JIRA user stories with acceptance criteria and support backlog grooming, story scoring, sprint planning, testing, and operational readiness.
• Facilitate Scrum ceremonies for a three-week sprint cadence and track story points, velocity, burndown, quality metrics, risks, and dependencies.
• Prepare status reports for government stakeholders and coordinate dependencies across project managers, developers, testers, and subject matter experts.
• Monitor contract deliverables and sprint commitments, identify delivery risks, and propose corrective actions.
• Support engagement startup, governance, onboarding, documentation finalization, closeout, and transition activities.

Requirements

• Minimum 5 years of combined experience in business or systems analysis and project management supporting software development teams.
• Bachelor’s degree in Information Systems, Computer Science, Business, Library or Information Science, or a related field, or equivalent additional experience.
• Demonstrated experience with Agile and Scrum environments, including ceremony facilitation and user-story-based delivery.
• Hands-on experience with JIRA or an equivalent project tracking tool, including dashboards, story point metrics, burndown, and velocity reporting.
• Experience with digital content or digital collections management, metadata management, workflows, business rules, roles, permissions, and exception handling.
• U.S. citizenship or current U.S. work authorization is required. Ability to obtain and maintain Public Trust or Suitability Determination is required; sponsorship is not available.

Nice to have

• Federal government Agile software development experience and Scrum Master or Agile delivery leadership experience.
• CSM, PMP, or PMI-ACP certification.
• Knowledge of Dublin Core, METS, MODS, MARC, digital preservation, QASP-based contracts, Section 508, WCAG 2.1, CUI, or NIST SP 800-53.
• Familiarity with Python, Django, REST APIs, ETL, Solr, Elasticsearch, AWS, relational databases, Tableau, or Grafana.
