What you will do

  • Scope and manage the full set of state and local regulatory requirements for cloud seeding programs.
  • Draft and shepherd weather modification permits and operator license applications across relevant jurisdictions.
  • Manage state-level environmental approvals (e.g., CEQA) and coordinate with state water boards and atmospheric resources agencies.
  • Own NOAA Form 17-4 reporting and maintain a master compliance calendar for all domestic obligations.
  • Develop reusable regulatory templates, playbooks, and stakeholder relationships to scale operations into new states.
  • Partner with Program Management to align regulatory timelines with operational start dates.

Requirements

  • Demonstrated experience preparing regulatory submissions through state government permitting processes (environmental, water, or air quality).
  • Strong technical writing skills to translate operational realities into persuasive regulatory submissions.
  • Excellent interpersonal and communication skills for building trust with state agency staff.
  • Must be based in or able to work on-site in El Segundo, CA or Salt Lake City, UT.
  • Willingness to travel domestically for agency meetings and on-site program coordination.

Nice to have

  • Direct experience with state weather modification permitting or analogous environmental programs.
  • Background in state government, environmental agencies, or regulatory affairs.
  • Familiarity with CEQA, SEPA, or other state NEPA equivalents.
  • Bachelor's degree in environmental policy, public administration, environmental science, or atmospheric science.
  • Experience with regulatory document and records management systems.
