What you will do

• Conduct two independent project evaluations following a common methodological framework aligned with OECD-DAC criteria.
• Analyze project achievements against expected outcomes, indicators, and the theory of change.
• Identify and capture behavioral, individual, and institutional changes among media actors, civil society, and state actors.
• Document successful approaches, innovations, and lessons learned to produce deep-dive case studies.
• Provide strategic, actionable recommendations for future programming.
• Update and maintain a qualitative evaluation database documenting evidence and outcomes.

Requirements

• Expertise in OECD-DAC evaluation criteria (Relevance, Effectiveness, Efficiency, Impact, Sustainability, Coherence).
• Experience applying mixed-methods approaches, combining qualitative and quantitative data.
• Proficiency in qualitative methodologies such as Outcome Harvesting and Most Significant Change (MSC).
• Must be able to operate remotely within the Middle East & North Africa (MENA) region.
• Ability to meet strict reporting deadlines (November 2026 and January 2027).
