Consultant for HRH Strategy and Life Save Analysis (Health Economics): Supporting the Ministry of Health in Liberia to conduct a life-saving, cost-effective, and fiscal space analysis of the Community Health Workers program with an accent on mortality reduction and investment value. Focus on developing scenario-based models, conducting fiscal space analysis, and generating evidence-based policy recommendations to ensure sustainable financing.
Location: Monrovia, Liberia (Hybrid). Consultants must have the appropriate authorization to work in Liberia; the organization will not sponsor work authorization.

What you will do
- Design and deliver a comprehensive live save analytical report estimating projected lives saved between 2027–2030 for six select counties.
- Conduct a detailed fiscal space analysis to establish available funding for community health programs.
- Develop scenario modeling based on fiscal space analysis to project budgetary implications of scaling interventions.
- Generate evidence-based policy recommendations and briefs for the MOH, Global Fund, and other partners.
- Quantify the mortality impact of CHW interventions, linking deaths reduction to workforce investments.
Requirements
- Minimum 5 years of experience in health policy, health economics, and health financing.
- Proven expertise in conducting economic evaluation and live save analysis.
- Professional experience in health care optimization and health system design.
- Fluency in English with excellent writing and analytical skills.
- Appropriate authorization to work in Liberia.
- Familiarity with Liberia’s health sector and integrated PHC systems.
Nice to have
- Experience in advanced health economic research, including cost-benefit and cost-effectiveness analysis.
- Knowledge of modeling tools such as OHT, LIST, and DALY.
- Experience translating complex economic models into insights for non-clinician policymakers.
