International Consultant (Education)

TL;DR

International Consultant (Education): Conducting a comprehensive situation analysis and developing a prioritized action plan for Early Childhood Care and Education (ECCE) services for children aged 0–3 in Uzbekistan with an accent on policy alignment and system strengthening. Focus on synthesizing quantitative and qualitative evidence to provide operational recommendations that support equitable and sustainable service expansion.

Location: Remote work, with the duty station in Tashkent, Uzbekistan.

What you will do

• Conduct a targeted situation analysis of ECCE services for children aged 0–3.
• Develop a prioritized action plan to expand equitable and quality ECCE provision.
• Assess the interaction between ECCE services and broader ECD interventions including health, nutrition, and social protection.
• Translate analytical findings into operational and policy-oriented recommendations.
• Engage with national stakeholders to ensure alignment with the National Early Childhood Development Strategic Framework 2026–2030.

Requirements

• Masters degree or higher in Early Childhood Development, Education, Social Policy, or related fields.
• Minimum 10 years of progressively relevant professional experience in ECD/ECCE analysis and policy advisory.
• Demonstrated expertise in conducting situation analyses and developing strategic action plans.
• Strong experience in data analysis and qualitative research methodologies.
• Proficient English with strong drafting and communication skills.
• Previous professional experience in Uzbekistan or Central Asia is considered a strong asset.
