What you will do

• Lead technical solution development and architecture strategy for VA and federal healthcare opportunities.
• Author and review technical proposal volumes, management approaches, executive summaries, and oral presentations.
• Collaborate with Capture Managers, Proposal Managers, and SMEs to develop winning technical approaches.
• Conduct market and competitor research to identify discriminators and strengthen win strategies.
• Create technical graphics, workflows, and architecture diagrams to communicate key value propositions.
• Serve as a technical advisor during capture activities and strategic growth initiatives.

Requirements

• Bachelor’s degree in Computer Science, IT, Engineering, or a related technical discipline.
• 10+ years of experience in large-scale federal healthcare IT, enterprise architecture, or cloud modernization.
• 7+ years of experience in federal business development, capture management, and proposal writing.
• Must reside within the continental US.
• Demonstrated experience with Department of Veterans Affairs (VA) organizational structures and acquisition processes.
• Ability to obtain and maintain a government security clearance.

Nice to have

• Strong understanding of Shipley Proposal Methodology.
• Experience with SAFe Agile, DevSecOps, and cloud-native architectures.
• Knowledge of EHRM, FHIR, HL7, HealthShare, VistA, or healthcare data integration.
• Proven track record of winning federal proposals valued at $10M+.
