Chief Operating Officer (Fintech)

TL;DR

Chief Operating Officer (Fintech): Building, launching, and operating a federally chartered national trust bank from the ground up with an accent on trust administration and fiduciary controls. Focus on completing OCC charter requirements, establishing operational infrastructure, and ensuring regulatory compliance for digital asset custody.

What you will do

• Lead day-to-day operational functions, including custody operations, settlement flows, reconciliation, and account administration.
• Design and implement operational playbooks and business continuity frameworks aligned with OCC safety and soundness expectations.
• Serve as a designated Fiduciary Officer, overseeing recordkeeping and asset segregation under 12 CFR Part 9.
• Report directly to the Board of Directors on trustee activities, operational KPIs, and institutional performance.
• Prepare and maintain audit-ready documentation for OCC examinations and supervisory reviews.
• Manage critical third-party relationships with banking partners, sub-custodians, and technology vendors.

Requirements

• 10+ years of experience in banking, trust, or custody operations at a federally regulated financial institution.
• Direct experience at a national bank or federally chartered trust company operating under OCC supervision.
• Deep working knowledge of 12 CFR Part 9 and OCC fiduciary examination standards.
• Proven track record of building and managing control-intensive operational environments in a regulated context.
• Experience reporting to and preparing materials for a bank Board of Directors.
• Must be based in the United States.

Nice to have

• Experience at a de novo bank during the chartering or pre-opening operational period.
• Experience with digital asset custody, stablecoin operations, or blockchain-based transaction workflows.
• Certified Trust and Fiduciary Advisor (CTFA) or equivalent professional credential.
• Background in payments, cross-border settlement, or institutional custody.
