IT Portfolio Management Analyst

TL;DR

IT Portfolio Management Analyst: Evaluate project requests for IT infrastructure and resources, facilitate value analysis, risk evaluation, prioritization, and onboarding new technology for a federal law enforcement agency with an accent on IT investment management and compliance with federal regulations. Focus on creating Business Case Analyses, redesigning business processes, conducting market research and Analyses of Alternatives, and aligning IT investments to strategic goals.

Location: Hybrid in Arlington, VA. Public Trust clearance required.

What you will do

• Execute IT Investment Management process to recommend IT products/solutions and determine budgetary resources.
• Work with stakeholders to create Business Case Analyses and Business Process Analyses, including requirements elicitation and process mapping.
• Redesign processes to eliminate pain points, improve productivity, and optimize resource utilization.
• Conduct market research, Analyses of Alternatives, cost-benefit analyses, and risk assessments for IT investments.
• Assist with solicitation requirements and transition projects to SDLC or procurement.
• Manage CPIC activities, budget requests, and cyclical IT equipment replacement aligned to agency priorities.

Requirements

• Bachelor’s Degree required.
• Minimum 10 years consulting or relevant experience; 4 years in IT-related roles.
• Knowledge of federal budget process and cost-benefit analysis.
• Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Visio).
• Strong communication, multi-tasking, and relationship-building skills.
• Ability to perform advanced Excel functions and translate business needs into cost projections.

Nice to have

• PMP, CSM, ITIL certifications.
• Experience with CPIC, TBM, FITARA, FAR, FedRAMP.
• Knowledge of IT infrastructure, cloud platforms, and ATOs/ATUs.
• MS PowerApps, Power BI, expert Excel skills.
