TL;DR
Infrastructure Program Lead (Disaster Management): Managing federally funded disaster recovery and mitigation programs for city and county governments with an accent on CDBG-DR infrastructure programs. Focus on overseeing project scoping, environmental reviews, and construction for stormwater and flood mitigation projects.
Location: Hybrid. Preference is given to residents living in or near Guam, Commonwealth of the Northern Mariana Islands, or Hawaii. Travel and attendance at client offices several days a week may be required.

What you will do
- Manage CDBG-DR infrastructure programs, including project scoping, environmental and engineering review, and construction oversight for stormwater and flood mitigation.
- Provide project management and operational support for state and local governments throughout the grant implementation life cycle.
- Develop and modify programmatic materials, SOPs, and written tools to ensure compliance with federal and state laws.
- Review subrecipient funding requests, capacity plans, budgets, and schedules for compliance.
- Provide onsite technical assistance and training to local governments on CDBG-DR/MIT national objectives and labor standards.
- Coordinate data gathering and entry into federal, state, and local government systems of record.
Requirements
- Bachelor’s degree in public administration, public policy, government, business administration, or 8+ years of CDBG experience.
- 5+ years of CDBG-DR/MIT/NDR experience.
- 3+ years of experience with infrastructure, stormwater management, or flood mitigation programs.
- Expert-level ability to provide CDBG-DR technical assistance to grantees and subrecipients.
- 1+ year of experience writing technical guidance or procedures.
Nice to have
- Experience working in a consulting firm, development organization, or public agency.
- Experience delivering training and technical assistance to state and local government agencies.
- Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
