Sr. Proposal Manager (Federal Healthcare): Managing the full capture life cycle and proposal development for federal healthcare agencies including VA, DHA, and HHS with an accent on win strategy, compliance, and high-quality bid production. Focus on coordinating cross-functional teams, managing B&P budgets, and ensuring alignment with federal procurement regulations (FAR).
Location: Remote (US), must be open and able to travel to Headquarters in Clarendon, VA on an occasional basis
Salary: $130,000 - $150,000 a year

What you will do
- Lead and manage the overall proposal development process from the pre-proposal phase through the post-proposal phase.
- Collaborate with Executive Leadership, Solution Architects, and SMEs to develop price-competitive and executable solutions.
- Manage and track multiple concurrent proposal responses, including RFI and RFP efforts.
- Ensure win strategy, technical solutions, win themes, and compliance are consistently articulated throughout final documents.
- Mentor junior proposal managers, manage B&P budgets, and report risk metrics within the Federal Health sector.
- Produce high-quality, message-driven documents using desktop publishing tools like InDesign.
Requirements
- Must be based in the US and able to travel to Clarendon, VA occasionally.
- 10+ years of business development or proposal management experience.
- 5+ years of experience capturing healthcare opportunities at VA, DHA, HHS, or other federal healthcare organizations.
- Deep understanding of the Federal procurement process and regulations (e.g., FAR).
- Formal proposal management training (Shipley, Miller Heiman, or equivalent).
- Bachelor's degree in business, healthcare, technology, or a related field.

- Proven track record of delivering high-scoring, winning proposals.
- Proficiency with InDesign and advanced presentation tools.
- Up-to-date knowledge of graphic design and editing best practices for proposals.
