Manager - Global Surveillance Oversight (Finance): Deliver independent second line oversight of the firm’s Surveillance framework to ensure effective management of Market Abuse risks across products and markets with an accent on reviewing performance information, governance, and assurance activities. Focus on providing proportionate challenge to first line Surveillance, advisory support on policies, and contributing to continuous improvement of oversight tools.

Location: Hybrid working, spending at least two days per week or 40% of time at one of the office sites in Edinburgh, Birmingham, Bristol, Halifax, Leeds, Newport (UK)

Salary: £84,051 - £102,729

What you will do

• Deliver day-to-day second line oversight of Surveillance activity to manage Market Abuse risks in line with policy and regulations.
• Review Surveillance performance, alert trends, quality outcomes and follow-up actions, raising observations through Compliance channels.
• Support governance in Surveillance-related forums and working groups with oversight input and documentation.
• Act as 2LoD point of contact for Surveillance matters, including alert outcomes and near-miss reviews.
• Undertake Compliance monitoring, assurance and testing over Surveillance controls, assessing design and effectiveness.
• Provide advisory support on Market Abuse and Surveillance policies, build relationships across teams, and contribute to improvements.

Requirements

• At least 4 years’ experience in Compliance, Conduct Risk, Market Abuse or related oversight function, ideally in Global Markets or investment banking.
• Experience supporting oversight, advisory or assurance over Surveillance or monitoring frameworks.
• Good knowledge of Market Abuse regulation and supervisory expectations.
• Strong skills in analysing information, documenting judgements, providing challenge, and collaborating.
• Strong organisation, attention to detail, and clear written communication.

Nice to have

• Experience in second line Surveillance Oversight or Market Abuse governance.
• Understanding of UK regulatory environment and EU/US regimes.
• Exposure to Surveillance alert handling, near-miss reviews or STOR processes.
• Experience with Surveillance technology, data or QA teams.
• Participation in governance forums or assurance activity.
• Collaborative style supporting challenge and learning.
