What you will do

• Lead the strategic and operational direction of the Rural Health Transformation practice across all active state engagements.
• Serve as the senior client-facing executive for RHTP and OBBBA implementation contracts with state agencies (EOHHS, DPH, Medicaid).
• Own end-to-end delivery of state engagements, including project work plans, Gantt scheduling, risk management, and stage-gate governance.
• Translate CMS RHTP guidance and federal Medicaid policy changes into actionable program adjustments for clients.
• Build and mentor a multidisciplinary delivery team across PMO, training, analytics, and change management.
• Ensure all CMS and state reporting requirements are met with high quality and on time.

Requirements

• Minimum 5 years of senior experience at US federal agencies (e.g., HRSA FORHP, CMS, ASPR) with direct rural health portfolio responsibility.
• At least 3 years of experience leading implementation of CMS-funded programs at the state level.
• Deep fluency in One Big Beautiful Bill Act (OBBBA) provisions affecting rural health and Medicaid.
• Minimum 12 years of senior program or portfolio management experience, including ownership of programs valued at $10M+.
• Master's degree required (MPH, MHA, MPP, MBA, or equivalent).

Nice to have

• Experience with CMMI rural demonstrations (PCF, ACO REACH, MACPAC) or HRSA FORHP grant programs.
• Knowledge of Critical Access Hospital reimbursement, Rural Health Clinic policy, and FQHC operations.
• Experience leading tribal consultation processes and familiarity with IHS.
• Prior consulting experience at firms like Manatt Health, HMA, Chartis, or Guidehouse.
• Published thought leadership in rural health or value-based care.
